The whole idea of the agenda setting theory is about shifting the focus/thinking of a nation. By making the issue of Swine Flu prominent by promoting it to 'pandemic' status diverts the the public sphere away from the problems of the recently implemented national budget and the broader perils of the global financial crisis. Emphasising a proactive governmental response to this health 'emergency' will theoretically restore some faith in the new government, in the sense that they can actually effectively manage difficult times.
